What is an access protection marking?

An Access Protection Marking (APM) is a single white line painted across an access to a driveway. It is painted across the entire length of the dropped kerb and may extend by up to 1 Metre either side. They are purely advisory and are not legally enforceable but have proven to be an effective deterrent against anti-social parking.

In controlled parking areas (Lewes district and the boroughs of Eastbourne and Hastings) Civil Enforcement Officers may be able issue Penalty Charge Notice to vehicles blocking an entrance to a property with or without an access protection marking.

How do I apply for an access protection marking?

You can apply for an APM by completing the application form on East Sussex County Council's website. Applications can be made by post or email.  Please send your completed form to the email or postal address shown below.  Please do not send payment with your application form.

To renew an access protection marking please send us a cheque for £46 made payable to Costain Ltd with a covering letter detailing your address, name and contact telephone number.

What is the time frame for access protection marking renewals?

We organise the work once there is a substantial amount of lining work to be done in a specific area.  Working this way optimises the lining crew's time and also enhances financial efficiency for East Sussex County Council.
 

I have an access protection marking, but someone still parking across my driveway

Access Protection Markings are advisory markings and not all legally enforceable. If in a civil parking enforcement area, Civil Enforcement Officers may be able to issue a penalty charge notice.
 If a vehicle is blocking you out of your drive, there is not much that the police can do, however if you are blocked in, then contact the police on 101 to report it as anti-social obstruction as you cannot exit your own property.

In Controlled Parking Zones, Parking Officers may be able to issue a Penalty Charge as an access protection marking is not required for enforcement.  For information about parking permits please visit East Sussex County Council's website.
