Is consent required for all advertising?

The display of advertising is controlled by Town and Country (Control of advertisements)(England) Regulations 2007.  All advertisements require consent from the Local Planning Authorities (LPA) unless they are exempt or have deemed consent.

The following forms of advertisement are exempt from consent, providing that the limitations and conditions have been met under the Town and Country Regulations:

  • Traffic signs
  • National flags
  • Advertisements displayed on enclosed land such as railway or bus station
  • Adverts which are part of a building
  • Adverts required by any parliamentary order or any enactment.
